The Building Officials Association of South Carolina was founded on February 26, 1951.
Along with M L Clement, Director of the Southern Building Code Congress, sixteen Building Officials, Inspectors, Fire Chiefs and Engineers attended the first meeting.
Of the seventeen who attended the initial meeting, the following were selected as the first officers:
President - Alton T. Riddick, Florence Vice President - Fred V. Phipps, Columbia Secretary/Treasurer - Ralph W. Jones, Spartanburg Director - Ben Collins, Rock Hill Director - Robert B. Dixon, Sumter
All members of the original officers were building officials with the exception of Robert B. Dixon, who was an assistant city manager.
The BOASC was the first of its kind in the Southern United States. Florida and Georgia soon followed South Carolina's lead.
From its concept, the BOASC exist as an organization where building and fire officials can discuss mutual building problems and continues to organize, train and equip its members with the means to provide the best possible service to the citizens of each and every jurisdiction.
